They tackling the &amp;lsquo;chokehold&amp;rsquo; challenges&amp;nbsp;in core technologies in key fields, bridge the innovation chain with the industrial chain, and serve as vital carriers for China&amp;rsquo;s strength in strategic science and technology. Facing&amp;nbsp;the dual&amp;nbsp;challenges of intensified global technological&amp;nbsp;competition and inefficient traditional industry-university-research&amp;nbsp;(IUR)&amp;nbsp;collaboration in China, this paper systematically reviews domestic and international research on innovation consortia based on integrated innovative&amp;nbsp;theory. It deconstructs their component&amp;nbsp;elements&amp;nbsp;and unique conceptual connotations, while deeply analyzing their advantages across five aspects: the new system for mobilizing resources nationwide, China&amp;rsquo;s strength in strategic science and technology, resource integration, collaborative organization, and market-based resource allocation.
