As a core production factor in the digital economy, personal data&amp;rsquo;s strategic value has become increasingly prominent, yet the accompanying security risks pose severe challenges to individual rights, social order, and even national security. Based on the circulation patterns of personal data and security governance practices in the big data environment, this paper systematically analyzes the core characteristics of personal data and potential security risks throughout its lifecycle. By examining authoritative data and typical cases from 2024 to 2025, it identifies prominent issues in current data security protection across technological, institutional, and governance dimensions. The study proposes a comprehensive protection framework encompassing technological innovation, institutional improvement, multi-stakeholder governance, special group protection, and localization of international experience.
